웹호스팅 기업 호스팅케이알과 서비스 대상 사이트가 분산서비스거부(DDoS·디도스) 공격을 받아 접속 장애를 겪었다.
30일 오후 3시30분경부터 호스팅케이알과 이 기업으로부터 웹호스팅 서비스를 받는 10여개 기업 사이트에서 접속 장애가 발생했다. 접속 장애는 내부 서버에 대한 디도스 공격 때문으로 확인됐다.
호스팅케이알 모기업 메가존 관계자는 “해일본서버외에서 유입되는 트래픽으로 인해 서버에 장애가 발생한 것을 확인했다”면서 “트래픽을 차단한 뒤 일부 사이트를 제외하고 대다수, 정상 서비스되고 있다”고 말했다.
한국인터넷진흥원(KISA) 관계자는 “상황실 모니터링을 통해 장애 사실을 파악했다”면서 “현재 세부 상황을 파악 중”이라고 말했다.
중국 해킹 그룹의 공격을 받은 국내 기관 10여곳이 모두 웹호스팅 서비스로 홈페이지를 운영하면서 기본 보안 조치를 하지 않은 것으로 확인됐다. 홈페이지 상당수가 이런 형태로 보안 사각지대에 놓여 있어 대책 마련이 시급하다.
29일 보안업계에 따르면 중국 해킹 그룹은 한국 공공기관 침투의 주요 경로로 홈페이지를 활용했다.
이들은 한국 정부부처·공공기관 상대로 대규모 사이버 공격을 예고한 뒤 이달 21일 건설정책연구원을 공격하고 유관 기관명과 구성원 이름·연락처, 웹진 구독자 이메일 정보 등을 탈취해서 블로그에 게시했다. 이어 11개 학회·연구소를 상대로 웹페이지를 변조하는 디페이스 공격을 했으며, 추가로 데이터베이스 삭제를 시도했다.
외부에 노출된 홈페이지의 SQL 인젝션·파일 업로드 취약점을 노렸다. SQL 인젝션은 데이터베이스 관리 언어 SQL을 활용, 웹사이트 취약점을 찾은 후 데이터베이스를 조작하는 공격 방식이다. 거점 확보일본IDC에 사용한 웹셸은 디렉터리 조작, 파일 다운로드·업로드가 가능한 종합 웹셸 등인 것으로 확인됐다. 웹셸은 웹서버 장악을 목적으로 업로드 취약점을 노리는 악성코드다.
홈페이지를 주요 공격 경로로 활용했는데 피해 기관 모두 호스팅 서비스를 받으면서 보안 조치가 미흡했다. 별도의 보안 담당자가 없었을 뿐만 아니라 보안 솔루션 운영, 취약점 점검, 주기적 모니터링 등 기본적 보안 조치도 이뤄지지 않았다. 수준이 높지 않은 해킹 공격조차 막을 수 없는 무방비 상태였다.
이처럼 기관·기업 홈페이지의 보안 조치가 상당수 이뤄지지 않은 채 운영되고 있다는 점에서 문제의 심각성을 더한다. 호스팅 업체가 보안 서비스를 옵션으로 제공하지만 비용 등 이유로 이용 고객은 많지 않다. 자체 보안 대응이 어려운 영세 기관·기업 홈페이지는 보안 사각지대에 놓여 있다. 홈페이지가 해킹 사고 취약 지점으로 줄곧 지적된 배경이다. 일각에선 웹호스팅과 관련해 안일한 보안 인식이 바뀌지 않은 한 비슷한 사고는 되풀이될 수 있다고 지적했다.
박용규 한국인터넷진흥원(KISA) 침해사고분석단장은 “웹호스팅과 관련해 보안이 취약해 사고가 발생할 공산이 크다는 지적이 지속 제기됐다”면서 “개인정보 등 보호와 보안 투자가 어려운 기업, 기관을 위해 취약점 점검, 보안 권고, 보안 도구 제공 등 지원을 이어가고 있지만 보안 담당자가 없는 기업은 이마저도 활용하지 못하고 있다”고 말했다.
김성동 SK쉴더스 Top-CERT 담당은 “투자할 여력이 별로 없는 영세 기관·기업은 호스팅 업체에서 제공하는 최소한의 보안 서비스를 이용하거나 보안 기업에서 제공하는 데이터센터 전용 보안 공유 서비스를 채택해야 한다”고 말했다.
김 담당은 “웹호스팅 업체나 데이터센터 단위로 보안 강화 방안을 마련하면 보안 수준도 높이고 비용도 절감할 수 있다”고 덧붙였다.

중국계 해커조직에게 사이버 공격을 입은 국내 기관 웹사이트가 열흘째 복구되지 않고 있다. 피해 기관 모두 동일한 웹호스팅 업체를 이용한 것으로 알려졌다.
KISA "해킹 기관 복구 조치 중…12곳 모두 같은 웹호스팅 업체 이용"
30일 한국인터넷진흥원(KISA)에 따르면 지난 21일 해킹된 대한건설정책연구원을 포함한 국내 학술기관 홈페이지 12곳 모두 이날까지 복구되지 않은 상태다. KISA 관계자는 "현재 복구 조치는 계속 진행 중"이라며 "복구에 드는 작업 시간이 (피해 기관) 홈페이지마다 달라 복구 완료 시점은 명확하지 않다"고 말했다.
앞서 설 연휴 기간 한국 정부기관과 언론사 등 2000여곳을 대상으로 대규모 사이버 공격을 예고한 해커조직 '샤오치잉'(Xiaoqiying)은 해킹 후 홈페이지를 변조하는 '디페이스' 방식으로 △대한건설정책연구원 △우리말학회 △한국고고학회 △한국사회과수업학회 △제주대 교육과학연구소 등 12곳을 해킹했다. 현재까지 중국 조직으로 추정되는 샤오치잉은 자체 텔레그램 방을 운영하며 국내 언론 보도 내용을 공유하는 등 반응을 지켜보고 있다.
KISA에 따르면 이번에 피해를 본 기관 12곳 모두가 같은 웹호스팅 업체 서비스를 이용한다. 웹호스팅 업체는 보통 한 업체가 하나의 서버에 여러 개의 홈페이지 서비스를 호스팅하기 때문에 해당 업체 보안 시스템에 고객사가 맞출 수밖에 없다. 외국계 웹호스팅 업체는 아마존 등 규모가 크지만 국내 업체는 상대적으로 영세한 소규모란 점도 한계로 지적된다.
또 다른 KISA 관계자는 "12곳이 다 같은 웹호스팅 업체를 이용 중인 것으로 확인됐고 업체에서 제공하는 보안 서비스 수준에 맞출 수밖에 없어 취약했을 것"이라며 "현재 각 피해 홈페이지 관리자 계정 등을 탈취해 해킹한 것인지 웹호스팅 업체 서버나 관리자 계정이 해킹된 것인지에대해 조사하고 있다"고 설명했다. 그러면서 "피해 기관들이 사용 중인 웹호스팅 업체도 근본 원인 파악과 보안 강화를 목적으로 전반적인 점검에 나서 시간이 길어지는 것으로 안다"고 덧붙였다.
보안업계에선 보안 시스템 투자가 여의치않은 소규모 기업·기관에 대한 지원을 강화해야 한다고 입을 모은다. 이번에 공격 타깃이 된 학회 등 국내 학술기관은 수백개에 달하지만, 홈페이지를 만들어 운영할 만한 능력은 부족하다. 웹호스팅을 자체 구축하면 서버와 스토리지 도입과 운영이 필요하고 상시 근무할 수 있는 보안 인력도 채용해야한다. 인건비 부담 크다보니 영세한 기업과 기관은선 웹호스팅 서비스가 효율적이다
한 국내 보안업계 관계자는 "해킹의 주목적은 크게 '파괴'와 '획득'인데 이번 해킹은 '파괴 쇼잉'으로 보인다. 다만, 파괴의 목적이 복구 불가능인 만큼 (피해 기관) 홈페이지 복구가 안 될 가능성도 배제할 수는 없다"고 덧붙였다.
SK쉴더스 침해사고 분석·대응 전담팀 '탑서트'(Top-CERT)의 김성동 담당은 "이번에 피해를 입은 기관은 각자 별도 보안존이 아닌 IDC 내 단순 호스팅 서비스를 받는 구조"라며 "별도 보안 담당자가 존재하지 않는 운영 목적으로만 서비스되는 경우가 많다"고 말했다.
그러면서 "보안 솔루션 운영, 취약점 점검, 주기적 모니터링 등의 체계가 없다 보니 손쉽게 해킹을 당할 수 있는 구조였던 것으로 보인다"며 "정부 차원에서는 이런 학회와 연구소들을 모아 한 번에 관리 할 수 있는 시스템을 도입하는 방안도 고려할 수 있다"고 설명했다.
기후 변화로 여름철에 비정상적인 더위가 발생해 다양한 곳에 영향을 주고 있다. 인터넷 인프라인 데이터센터 역시 세계적인 열파 현상 빈발로 위험한 상황이 되고 있다. 데이터센터가 위험하다는 건 인터넷 서비스가 위험하다는 얘기다.
지난해 7월 구글과 오라클 런던 데이터센터가 일시적인 오프라인 상태를 맞았다. 40도가 넘는 영국 내 기록적 폭염 탓이다. 열로 인해 서버가 다운되고 수많은 웹사이트에 액세스할 수 없는 상태가 된 것. 유럽 전역에서 쓰이는 워드프레스 호스팅 사이트가 큰 영향을 받았다.
데이터센터에는 자연적으로 냉각 시스템이 있으며 서버나 시설 내 설비에서 배출되는 열을 제거하도록 만들어졌다. 하지만 센터 내 열과 열파에 의해 이상 상승한 외기 온도라는 이중고로 냉각 시스템이 기능 불능이 되어 센터 내부가 과열되고 서버가 다운된다.
더위가 가을까지 길어지는 최근에는 테크 기업은 IT 운용에서 열파의 장기적 영향을 무시할 수 없는 상황이 됐다. 지난해 9월 새크라멘토 데이터센터가 다운됐을 때 트위터 전 엔지니어링 부문 부사장인 캐리 페르난데스(Carrie Fernandez)는 열파에 의해 물리적으로 설비가 다운된 전대 미문 상황에 대해 위기감을 나타내기도 했다.
열파가 당연해지는 지금 트위터는 준비 부족이었을지 모른다., 현재 트위터 보안 부문 책임자는 지난해 8월 데이터센터 위험을 호소하며 수가 적은데 데이터센터 일시적 다운이 겹치면 몇 주에서 몇 개월 나아가선 완전히 트위터 서비스가 다운될 수 있다고 밝히기도 했다.
IT 서비스를 주로 하는 기업에 있어 열파는 비즈니스에 큰 해가 되는 고민거리다. 4D데이터센터 COO인 스티브 라이트는 열파에 의해 IT 설비 자체가 피해를 받는 것, 전력망 과잉 부담에 의한 정전 발생 가능성 등을 지적한다. 그에 따르면 데이터센터 열파 대책을 하지 않은 기업은 대규모 서버 에러, 하드디스크 충돌, 데이터 손실 위험이 있어 정전이 발생하면 센터 고객에게 심각한 영향은 불가피하다는 것이다.
열파 대책으로는 정전에서도 전원을 공급할 수 있는 백업 발전기를 준비하는 게 좋다. 또 온도나 습도 관리를 철저하게 해 하드디스크나 서버 자체 수명을 늘리는 것도 잊지 말아야 한다.
이런 점에서 마이크로소프트가 실시하는 수중 데이터센터 테스트도 주목할 만하다. 열파가 빈발하는 지금 확실하고 실용적인 데이터센터는 육지에선 한계가 있기 때문이다. 데이터센터 냉각 시스템에는 막대한 에너지가 필수적이기 때문에 2021년 미국 데이터센터를 대상으로 한 조사에선 데이터센터 45%가 환경 변동으로 인해 운영 불안에 있다고 대답했다고 한다.
냉각 시스템은 데이터센터 설비를 과열로부터 보호하기 위해 설계됐으며 비정상적인 날씨인 열파는 이 계산에 포함되어 있지 않다. 데이터센터 연구기관 관계자는 컴프레서나 펌프, 팬 등 냉각 시스템 자체에 무더위는 부하를 가한다고 말한다. 압축기는 에어컨과 물 냉각 시스템과 같은 기계 냉각 시스템 심장 부분이 된다. 전력으로 기체상 냉각재를 압축하고 이후 공정을 확장해 극적으로 온도를 갖춰 냉각 효과를 높이고 있다.
펌프는 예를 들면 워터 펌프라면 시설 내 찬물을 순환시켜 컴퓨터룸 등 더운 공기를 없애고 있다. 이 펌프에 의한 냉각이 고전할수록 시설에 대한 영향은 커진다. 냉각 시스템이 중요하지만해외서버 문제는 이것만은 아니다. 백업 발전기나 외부 전력 설비가 있더라도 이들 역시 열파 영향을 받는다는 걸 기억해둘 필요가 있다. 다시 말해 백업을 필요로 하는 무더위에선 백업 역량도 예상만큼 나오지 않을 가능성이 있고 데이터센터 전부를 커버하는 걸 불가능할지도 모른다는 것이다.
그렇다면 열파 대책에는 어떤 게 있을까. 먼저 증발형 냉각 시스템과 단열형 냉각 시스템을 들 수 있다. 기존 에어컨이나 냉각 설비를 스프링클러 시스템을 이용해 지원하는 것도 있다. 데이터룸 온도가 몇 도 상승해도 냉각 시스템 부하를 보조할 수 있다. 만일 외기 냉각 시스템만으로 운용하고 있다면 증발형 시스템 업데이트를 검토해 봐도 좋을지 모른다. 예를 들어 에어컨 코일이나 냉각기 주변에 미스트를 살포하는 등 새로운 설비는 외부 온도 자체를 낮추기 위해 증발형 냉각 시스템을 채택한다.
기후 변화에 대한 장기적 전략으로 액체 냉각 시스템도 권장된다. 18도에서 27도로 제공되어야 하는 공기보다 액체가 더 높은 온도인 30∼40도로 제공될 수 있기 때문이라고 한다. 32도 액체형 냉각 시스템을 이용하면 필요 전력을 크게 줄일 수 있다.
데이터센터가 열파 영향을 받는 지금 센터 일반 운영을 하면서도 빠르게 기후변화 약점을 찾아 강화해야 한다는 지적이다. 데이터센터 운영 기업인 사이러스원(CyrusOne)은 폐쇄형 루트 냉각 시스템과 공기 냉각 시스템을 채택하고 있다. 이곳은 회로에 모인 물 8,000갤런을 내장되어 있는 컴프레서와 콘덴서로 냉각하고 식으면 데이터센터 내부 온도를 낮추는 구조를 취한다. 이 냉각 절차로 기온차가 있는 다양한 영역에서 IT 설비를 냉각할 수 있다고 한다. 공냉형 장비에는 이코노마이저가 탑재되어 있어 저온을 활용해 더 효율적인 냉수로 열을 배제하고 동시에 운용 유지 보수원 필요성도 없어진다.
사이러스원 측 대처는 무더위 영향을 줄일 뿐 아니라 물을 모으는 것으로 환경도 배려하고 하수관이 필요없으며 데이터센터에서 오염 물질이 나오지 않는다. 물론 설치에 대규모 투자를 할 수 없는 기업도 있다. 재생 에너지를 이용하는 클라우드 데이터센터로 데이터를 이동시키거나 24시간 365일 가동할 필요가 없는 서버는 지역 전력 소비가 적은 시간에 가동하는 등도 추천된다.
국내 대표 편의점 프랜차이즈 CU 홈페이지가 해킹당했다. 공격 조직은 앞서 국내 학회 홈페이지 등을 공격한 중국 해커 조직 '샤오치잉'으로 알려졌다.
15일 아주경제 취재를 종합하면 샤오치잉은 CU 브랜드 사이트를 공격했다. 이들로 인해 CU 브랜드 사이트가 직접적인 피해를 입었다. BGF리테일 산하 BGF로지스, BGF네트웍스, BGF휴먼넷, CU멤버십 소개 페이지 등은 회사측에서 접속을 차단했다.
샤오치잉 조직은 전날 새로 해킹한 사이트 다섯 곳에 대한 IP 주소를 공개했다. 이 중에는 CU가 활용하는 IP주소 대역도 포함돼 있다.
BGF리테일은 현재 내부에서 공격 대응에 나섰다. 주요 서비스로 피해가 확산되는 것을 막기 위해 서버를 바로 차단한 것으로 알려졌다.
BGF리테일 관계자는 "당사는 금일 CU 홈페이지에 외부 해킹 시도가 있었다는 사실을 인지하고 즉시 사이트 운영을 중단했다"며 "현재 경찰청 사이버수사대와 한국인터넷진흥원과 함께 관련 조사를 진행 중"이라고 공식 입장을 내놨다.
이어 이 관계자는 "해킹이 의심되는 CU 홈페이지는 브랜드 소개 및 상품과 서비스 등의 안내를 위해 운영되고 있는 사이트"라며 "고객 정보 등은 별도의 시스템을 통해 안전하게 관리되고 있다"고 덧붙였다.
샤오치잉 조직은 올해 1월 설 연휴를 앞두고 비영리 재단법인인 대한건설정책연구원 홈페이지를 해킹한 바 있다. 이를 통해 화면 첫 페이지를 변조하고(디페이스 공격) 내부 연구원 정보도 유출했다.
같은 달 25일에는 우리말학회 등 11곳을 추가로 해킹해 디페이스 공격을 감행했으며 이어 26일에는 이들을 포함해 40여 개 학회 서버 파일을 유출했다. 유출 파일이 중국 내 해킹 커뮤니티에서 공유된 만큼 전화금융사기 등 추가 피해 발생도 우려된다.
이들 조직이 그간 공격한 사이트는 대부분 보안이 취약한 소규모 학회 홈페이지였다. 방문자가 적고 전담 관리 인력이 없어 외부 공격에 취약한 곳이 많았지만 실제 방문자는 적어 큰 피해는 없는 것으로 확인됐다.
반면 CU를 운영하는 BGF리테일의 경우는 다르다. BGF리테일까지 피해가 미칠 경우, 코스피에 상장된 중견기업인 만큼 개인정보 유출이 발생하면 더 큰 파장이 우려된다. 보안에 소홀했다는 지적 역시 당분간 피하기 힘들 전망이다.
